Entities linked to Russian Railways (RZD) and the Rotenberg brothers are reportedly supplying sanctioned telecommunications equipment and components for drone production to Russia through the Dubai-based company Ishara Al Barq General Trading LLC.
The company’s nominal director is German citizen Hubert Lorenz.
According to available information, the company’s day-to-day operations are actually managed by Russian citizen Jafar Zeynalov (born February 28, 1982), who serves as its Chief Financial Officer.
Ishara Al Barq General Trading LLC is reportedly owned by Boris Usherovich, co-owner of the 1520 Group, the largest contractor for Russian Railways (RZD), together with his relative Ilya Plotitsa.
Until 2024, Jafar Zeynalov was based in Cyprus, where he worked for Cypriot companies controlled by Usherovich and Plotitsa, including Venisat Technology Ltd, Broxner PLC, and Main Victory Corporation Ltd. In Moscow, he also worked for Plotitsa’s company, Center for the Development of Communication Systems.
According to a source, Ishara Al Barq General Trading LLC is currently supplying sanctioned products to Russia worth hundreds of millions of dollars. The shipments are primarily routed through companies registered in Turkey, Armenia, Kazakhstan, and Kyrgyzstan.
