Zhevaho’s empire on the brink: Austrian parliament probes offshore plundering as Ferrexpo faces insolvency

Kostyantyn Zhevaho has found himself at the center of a large-scale parliamentary investigation in Austria. On July 3, 2026, National Council deputies Werner Kogler, Mery Disoski and their colleagues registered inquiry No. 6494/J to Finance Minister Markus Marterbauer demanding a review of the assets, companies, real estate, tax schemes and financial links of the Ukrainian billionaire. The response must be provided by September 3.

The inquiry mentions Ferrexpo plc, Ferrexpo AG, The Minco Trust, First-DDSG Logistics Holding GmbH, MAG Handels- und Transport GmbH, MAGferr GmbH, Eliomys Vermögensverwaltung KG, Oxanikus Vermögensverwaltung KG, as well as Luxembourg-based Calexco S.a.r.l. Also named are Oleksandr Moroz, Hannes Lattenmayer, Kateryna Lattenmayer and Oksana Oksner (Moroz), whom the authorities are asked to check for connections to Zhevaho’s business. The inquiry was prompted by a publication in the Austrian magazine Profil, as well as Zhevaho’s arrest in France in 2022 and the imposition of Ukrainian sanctions against him on February 25, 2025.

One of the key episodes concerns the scheme for selling products of the Poltava Mining and Processing Plant. According to data cited with reference to MP Oleksiy Movchan, iron ore pellets were sold not directly to Voestalpine, Salzgitter and ThyssenKrupp, but through Ferrexpo AG in Switzerland at understated prices, allowing profits to be concentrated outside Ukraine. The alleged debt to the Poltava plant is estimated at least at $500 million. Ferrexpo states that all transactions were conducted on market terms and complied with transfer pricing requirements.

Austrian MPs also demand an examination of Ferrexpo’s relations with Voestalpine, including the sale of stakes in VA Intertrading AG to the Calexco S.a.r.l. structure, existing commercial contracts and the possible use of insider information in share trading. The Austrian Finance Ministry is to report whether the Financial Market Authority FMA conducted any checks for signs of insider trading, market manipulation and suspicious transactions.

A separate section is devoted to the carrier First-DDSG Logistics Holding GmbH, which transported Ferrexpo products. According to the parliamentary inquiry, the company recorded negative financial results for years — €44.8 million (2022), €42.3 million (2023) and €41 million (2024). Possible transfer pricing and the activities of executives Viktor Hladkyi, Yaroslavna Blonska and Mykola Kladiyev are being examined.

Four luxury real estate properties have also come under scrutiny: Villa Schwarzenfels in Maria-Wörth, two villas on Krapfenwaldgasse in Vienna and a villa in Pressbaum. Austrian authorities are to establish their possible connection to Zhevaho and the origin of the funds used for their purchase.

The investigation coincides with Ferrexpo’s difficult financial situation. As of April 2026, the company held only $20 million in cash (approximately $17 million available), against $90.3 million in state VAT refund arrears. The group announced an additional share issue of at least $100 million, the sale of the vessel Iron Destiny for $7.7 million, cost cuts and warned of insolvency risk. At the same time, Austrian MPs separately recall that before the full-scale war Ferrexpo paid shareholders more than €1 billion in dividends, and now demand clarification on where the group’s profits were concentrated and what role Swiss, Luxembourg and Austrian companies played in this financial structure.
