The Anti-Corruption Center (ACC) has found that Dmytro Kovalenko, who has interests in the gas business, appears in proceedings regarding the possible fronting of the business of SBU officer Artem Shylo.

This became known during the monitoring of data on companies holding special permits for subsoil use, reports the Anti-Corruption Center (ACC).

According to the State Register of Special Permits for Subsoil Use and the Unified State Register of Legal Entities, Kovalenko is the beneficiary of LLC “Soyuz-Budresursy”. The company holds special permit No. 6458 for the use of oil and gas-bearing subsoil of the Yarmakivskyi field in Poltava region. Kovalenko is also the beneficiary of LLC “Navigator Mainytske”. The company holds special permit No. 4769 for the use of subsoil (oil and gas) of the Mainytske field in Lviv region. Kovalenko entered the extraction market after the Maidan as the “beneficiary of the Adelon group of companies” and a “leading international coal trader”.

According to media reports, in March 2026 Dmytro Kovalenko was detained by NABU and SAPO in Uzhhorod. The “Judicial Power” website and the Unified State Register of Court Decisions indicate that this took place within criminal proceeding 52025000000000074. According to the investigation’s version, a person who worked at the SSU as head of the Main Directorate “I” for the Protection of Critical Infrastructure Facilities from August 2022 to March 2024 was the informal beneficiary of the agricultural companies LLC “Agrarian Elevator Company”, LLC “Sibkor Pryluky” and LLC “Grain Terminal Ltd” and invested $5.8 million of personal funds in this business. According to the investigation, the money was acquired by the SSU officer in a questionable manner. The court register directly mentions the surname Shylo. It is therefore clear that the reference is to former adviser to the Office of the President and former SSU officer Artem Shylo.

The beneficiary of all the above-mentioned companies is Dmytro Kovalenko’s son – Danyil Kovalenko. Only these firms have since changed their names. “Agrarian Elevator Company” is now called LLC “Granova Myrhorod”, LLC “Grain Terminal LTD” has been renamed LLC “Granova Krasnopavlivka”, and LLC “Sibkor Pryluky” – LLC “Granova Pryluky”.

Kovalenko’s partner in LLC “Soyuz-Budresursy” is Hanna Probylova. She is the daughter of Serhiy Probylov. Probylov is a long-time business partner of former MP from “Batkivshchyna” Vitaliy Danilov and served as his assistant in 2012–2014 (during the 7th convocation).
