On the eve of the winter shellings, Kyivzelenbud signed a UAH 88.56 million contract to renovate the park near the DVRZ House of Culture. The tender effectively took place without competition, and the contract for large-scale works went to a company whose name had already appeared in stories involving Yuriy Holyk.
According to the investigation, the only participant in the procurement was BK Budinvest.
The works are scheduled to be completed by the end of 2027. For UAH 88.56 million, the park is to feature a dry fountain worth UAH 10.72 million, children’s and sports playgrounds, running tracks, an irrigation system, a well, video surveillance, and landscaping.
And this is where it gets interesting.
BK Budinvest is a name well known to those following stories involving Yuriy Holyk. Since 2016, the company has received state contracts worth approximately UAH 11.9 billion. A significant portion of these contracts were in Dnipropetrovsk region.
Bihus.Info previously published correspondence between a person identified by journalists as Yuriy Holik and Denys Ostrovskyi, linked to BK Budinvest. The messages discussed budget funding, subventions, and hospital renovations. Whistleblowers matched some of the messages with subsequent funding allocations and tenders.
Holyk himself stated that he did not recall such correspondence and allowed that he might have only been giving advice.
Now BK Budinvest has received a UAH 88.56 million contract in Kyiv without competition — this time for renovating the park near the DVRZ House of Culture.
Formally, it looks like a routine procurement. But when nearly UAH 89 million goes to a single bidder, and the company already carries a multi-billion hryvnia trail of state contracts and mentions in investigations about ties to Holyk, questions about the story keep mounting.
