The surname of the owner of the BRSM-Nafta network, Andriy Biba, continues to periodically appear in the information space. Most publications are of a frankly compromising nature: the businessman’s surname is linked to numerous scandals, non-payment of taxes, and support for the “Russian world.”
At the same time, business publications report that Andriy Biba not only has no problems in Ukraine, but, on the contrary, is expanding his business — buying agricultural enterprises; structures associated with Biba have received permits to develop Ukrainian gas fields; he is engaged in rental business and logistics.
All this is happening against the backdrop of numerous reports that Andriy Biba is on the NSDC sanctions list for his pro-Russian activities. Which cannot but cause surprise: on the one hand, Biba’s business is not only not suffering, but, on the contrary, is developing; on the other hand, he is under sanctions.
Sanctions against Andriy Biba
A number of publications reported that NSDC sanctions were imposed on Andriy Biba for financing Anatoliy Shariy’s political project. However, a thorough search showed that there is no official decree of the President of Ukraine or NSDC decision in the public domain that would unambiguously confirm personal sanctions specifically against Andriy Biba.
This most likely indicates that Andriy Biba’s name is not on the sanctions lists. Against the backdrop of the generosity with which the president hands out sanctions left and right, and sometimes his decisions in this regard cause frank surprise, no less surprising is the fact that Andriy Biba did not fall under these sanctions. What reasons the NSDC and the Office of the President have for not noticing the frank servicing of Russian interests by one of the largest Ukrainian businessmen is unknown.
As for the information about sanctions that was once spread by some media, it is apparently the consequences of a certain confusion caused by the fact that Andriy Biba’s surname was at one time entered into the “Myrotvorets” lists.

This explains the fact that some media outlets passed off wishful thinking as reality. But then an even more interesting phenomenon occurred — as of July 2026, the surname of Andriy Vasylovych Biba is absent from the “Myrotvorets” database. What explains the fact that Biba disappeared from there is unknown.
At least, the businessman who fled the country back in 2015 has not returned to Ukraine, and he has not changed his pro-Russian position and love for the Russian Orthodox Church, reinforced by generous financial injections into this frankly FSB-linked structure.

But the fact remains a fact — neither in the NSDC sanctions lists nor in the “Myrotvorets” database is there the surname of Andriy Biba. Although there is a huge number of publications about his contribution to the development of both the UOC-MP (ROC in Ukraine) and the foreign churches of the ROC itself, as well as about awards from these two church organizations.
Business in Ukraine
Instead, Andriy Biba is present in the lists of the largest businessmen of Ukraine. Moreover, he is not only present, but also demonstrates growth in well-being.
According to Opendatabot, businessman Andriy Biba earned 533,683,618 hryvnias in our country in 2025. In addition, he is listed as a Hungarian businessman, although it is unknown whether Andriy Biba has a passport of this country. Furthermore, it is worth noting that in the ranking of businessmen Biba rose by 161 positions last year, which indicates that his affairs are going excellently.

However, this is not all regarding Andriy Biba’s successes in Ukraine. Part of the business is registered to his wife, Svitlana Volodymyrivna Biba. Moreover, attention is drawn to the fact that Svitlana Biba has significantly more assets and a significantly higher profit — in 2025 she earned 1,423,375,854 hryvnias. Svitlana Biba is also listed as a citizen of Hungary.

In this regard, it is also worth noting that Svitlana Biba has not gone far from her husband in terms of ideology and believes that Ukrainians and Russians are “one people.”

The family business does not end there — part of Andriy Biba’s assets is managed by his adopted son Oleksandr Bilozerov. Little is known about the latter, including from which country he originates and of which country he is a citizen.

So, according to official data alone, Andriy Biba has a multi-billion business in Ukraine, which during the war brought him about two billion hryvnias in profit just last year. In reality — significantly more. But it is impossible to calculate everything that Andriy Biba received from the warring country. For such reasons.

It is impossible to calculate exactly how much the businessman who fled Ukraine back in 2015, Andriy Biba, earned, because his business is extremely tangled. But there is another reason — the surname of Andriy Biba and the names of his companies regularly appear in reports about exposed schemes of large-scale tax evasion.
Only in January 2025, one of Andriy Biba’s companies — LLC “Fazor” — was officially accused of tax evasion in the amount of 4 billion 869 million hryvnias.

It is not difficult to calculate that in this episode alone Andriy Biba earned, or rather — stole — an amount two and a half times greater than the income he reflected in official reports.
This episode is far from the only one. Back in 2015, immediately after the explosions at the BRSM oil depots, which caused casualties and an environmental disaster, a criminal case was opened against the businessman Biba, who fled from responsibility, for non-payment of taxes in the amount of 1.2 billion hryvnias. Let us clarify — of those days’ hryvnias. Almost 100 million dollars at the exchange rate.

In the ranking of the largest tax non-payers, BRSM appears every year; this is regularly written about, but the result is zero. BRSM also appears in other anti-ratings — regarding shortchanging of fuel, sale of “adulterated fuel,” and deception of consumers.
All these publications are in the public domain. Strangely, almost nothing has been cleaned up. Apparently, Andriy Biba does not care much about his reputation. But, nevertheless, he has no problems in Ukraine.
Is Biba’s “roof” Arakhamia and Hetmantsev?
The answer to the question — why is this happening? — lies on the surface: Andriy Biba clearly has patrons at the very top. Who exactly is not known for certain; different versions circulate. But one of them seems the most reliable. This is the version that patronage for Andriy Biba is provided by the head of the “Servant of the People” party faction David Arakhamia and his fellow party member Danylo Hetmantsev. At least, this is what former people’s deputy Ihor Mosiychuk claims.

Whether he is right or not is hard to say. But the fact that, despite a huge trail of criminal cases, frank financing of one of the FSB structures — the Russian Orthodox Church — and public statements in support of the ideas of the “Russian world,” Andriy Biba not only has no problems in Ukraine, but, on the contrary, is expanding his business here, is obvious.
