While billions in Ukraine were being spent on road repairs, a significant portion quietly settled in the pockets of “favored” contractors.
On paper, “Great Construction” looked like a success, but off the record, it was a well-organized siphon under the direction of Yuriy Holyk.
It was Holyk who built the “road cartel,” controlled the money flows, and remained untouchable for years. Today, he is a former overseer hiding abroad, actively scrubbing any mention of his schemes from the internet.
That is why we are publishing this investigation in full—to remind everyone how the system he is trying so hard to erase from memory actually operated.
Probably everyone has heard about the accelerated road repairs in Ukraine. And about the fact that the repairs are carried out under the “Big Construction” program. As well as the fact that colossal amounts of money have been allocated for this program. Thus, the state budget for 2021 provides 89 billion hryvnias for the implementation of all the constructions of this project.
Most Ukrainians, of course, suspect that a significant portion of this money is being embezzled – after all, someone aptly gave this presidential project a slightly altered name – “Big Theft.” But not everyone knows who and how this embezzlement is done. It’s understandable – money needs to be stolen quietly, otherwise a crowd of those wishing to pilfer a bit for themselves will gather, since the budget is not infinite, and there won’t be enough for everyone.
Thus, a strictly limited number of people close to Zelenskyy and his closest cronies are allowed to distribute the funds.
Among such top thieves is Yuriy Holyk, appointed the coordinator of the “Big Construction” program in February 2020. Last year’s budget – 121.8 billion hryvnias – was successfully mastered. It was repeatedly written that a significant portion of this money (partially taken from the “COVID fund”), settled in the pockets of Golyk. But all these loud scandals remained a voice crying in the wilderness.
Since the president does not need another clown with video clips, but a professional. A professional in cuts specifically on roads. And Yuriy Holyk learned to skillfully appropriate budget money for road repairs back when he worked in the Dnipropetrovsk Regional State Administration with its head, Valentyn Reznichenko. Under President Poroshenko, by the way. But the sixth’s hatred for the fifth did not at all prevent Holyk from becoming the coordinator of the “Big Construction” program.
Because stealing needs to be done skillfully. Which he demonstrated almost immediately by creating the so-called “Road Cartel” from contractors who received the most lucrative orders. The leaders in terms of the cost of won procurements are Limited Liability Companies “Avtomahistral-Pivden”, “Techno-Bud-Center”, “Onur Construction International”, “Rostdorstroy”, “Altcom”, and “PBS” – they received 72% of the orders in 2020.
Holyk’s position was not shaken even by the revelations of ex-Finance Minister Umanskyi, who stated that these firms resell their contracts to smaller enterprises, embezzling 30-40% of the allocated money in the process. Last year the amount “sawed off” was about 35 billion hryvnias.
It should be noted that exactly 35 billion was additionally received by “Ukravtodor” from the “COVID fund”. The money collected by the whole world to combat the coronavirus was redirected to road repairs by Zelenskyy’s strong-willed decision. And – stolen. By the way, Uman’s statement was not refuted, and nobody called it slander. So, from mere words, they became a fact: the “road cartel” led by Yuriy Golyk has stolen 35 billion hryvnias.
But the statement from another person, journalist and head of the NGO “Our Money”, Oleksiy Shalayskyi, somehow enraged Yuriy Holyk, and he decided to sue Shalayskyi:
Truth be told, if you carefully read Holyk’s words, it turns out that he won the lawsuit not about what Shalayskyi said about him. But over some minor technicality that Holyk’s lawyer caught onto with the journalist. And Holyk somehow rejoices in that. No, a victory in court – it is, of course, a victory. But for some reason, when claiming that Shalayskyi was “spreading false information about me,” Holyk does not refute this information, but something entirely incomprehensible about Shalayskyi.
We do not argue – it could be that the latter is a very bad person. But we are interested more in what he said about Holyk that so infuriated the leader of the “Road Cartel.”
And Shalayskyi said (or rather – wrote) the following about Holyk: “The cartel continued its path to collective monopoly. Now, only four firms from among the founders of the National Road Builders Association of Ukraine will receive more than 61% of Ukravtodor contracts this year. And ‘Avtomahistral-Pivden’ exceeded 20 billion UAH and has very little left to cross the mark of 22,500,000,000 UAH – this is the annual size of the entire defense order of our warring country.
That is, in general, it corresponds to the desire of the ideologist of ‘Big Construction’ Yuriy Holyk, who recently gave heartfelt testimony in an interview with ‘Mintrans’:
‘I want a road cartel to appear. Moreover, I believe that Ukravtodor should do everything to make it appear.’
It was precisely these words of Shalayksky that Yuriy Holyk, curator, and coordinator of the ’Big Construction’ program, did not like. By the way, he works in this capacity for free. Well, if you believe him since Holyk has repeatedly stated that he does not receive a salary in this capacity.
We repeat – Golyk had nothing to contradict regarding what was written by Shalayskyi. But the offense remained. Although, perhaps, Holyk was offended not by the above-mentioned, but by the following: “With the start of ‘Big Construction,’ Yuriy Holyk entered the presidium of the Jewish Confederation of Ukraine, headed by Borys Lozhkin – his former employer from the ‘Ukrainian Media Holding’. Also, the presidium includes Valentyn Reznichenko, another alumnus of ‘UMH’, currently heading the Dnipropetrovsk Regional State Administration’?”
If someone thinks that Shalayskyi’s post reeks of antisemitism, that’s actually a mistake. Holyk noticed nothing offensive for himself in this. Yes, and this information is not offensive, to be honest, but rather shedding light on who is behind this whole orgy of money stealing for road repairs.
The thing is, Shalayskyi posted the composition of the Jewish Confederation of Ukraine:
Who Ihor Kolomoyskyi is needs no explanation. As for another member of the Confederation – Valentyn Reznichenko – let’s briefly explain. This is the head of the Dnipropetrovsk Regional State Administration. The current one, appointed by Zelenskyy. Prior to this, Reznichenko headed this same RSA in 2015-2019. Under the “cursed huckster.”
And he became famous for tender machinations on roads. And all these schemes were headed by Yuriy Holyk himself. The piquancy of the situation was added by the fact that in tenders, companies that are often wanted by Interpol almost always won: LLC ‘Stroyinvest Engineering’; LLC ‘Group ‘Capital Construction’’; LLC ‘Alias-Company’; LLC ‘Stroimaks-Company’; LLC ‘Mistokombud’; LLC ‘Ukr-Remmontazh’; LLC ‘ABC BILD Service’; LLC ‘Kommunalshchik’; LLC ‘Dniprospetsliftservice’. According to media information, most of these firms are connected to notorious Ukrainian, Israeli, and US citizens simultaneously – brothers Volodymyr and Leonid Dubinskyi.
The experience did not go to waste – both (Holyk and Reznichenko) found themselves in demand under Zelenskyy. Maybe that Holyk got offended with Shalayskyi for digging into this trail from the past? And he decided to sue the overly truth-loving journalist? And since refuting something from what was said was dangerous – after all, one might inadvertently shift an avalanche of compromising material – Holyk thought of nothing better than to latch onto some little thing from the journalist’s biography and present it as a huge victory?
In this regard, pay attention to the list of the top ten who won contracts for road construction:
Compare the firms associated with Holyk – “Avtomahistral-Pivden”, “Techno-Bud-Center”, “Onur Construction International”, “Rostdorstroy”, and “PBS” – and the percentage of contracts from the total part of the state order. And return to the beginning of the material, comparing these names with those who mastered 2/3 of the funds allocated for road repairs last year.
And, by the way, let us remind you that LLC “Budinvest Engineering” is the firm of the notorious Dubinskyi brothers, whom the FBI has been wanting for over ten years and is asking Ukrainian law enforcement to assist in their detention. But the domestic Themis somehow remains blind. By the way, about Kolomoyskyi. The publication newsworldcars put forward an unexpected version about his real role in the “Big Construction”: “Yuriy Holyk actively cuts the budget of ’Big Construction’ not only for his own benefit but also on the advice of his patron Ihor Kolomoyskyi. Essentially, the embezzler Yuriy Holyk is literally rolling the president’s rating into the asphalt, destroying it at its root.”
Judging by the fact that Zelenskyy’s bravura speeches and videos regarding the “successes” of “Big Construction” often dissonate with reality, the version has the right to exist.
However, it could be that the president is simply “in on it.” Because how to explain that Holyk has been overseeing the cut of giant budgets for “Big Construction” for almost a year and a half? Let’s recall – last year, 121.8 billion hryvnias were allocated for this program, and this year – 89 billion. Which amounts to 210 billion hryvnias. And, if Umanskyi is right, that 30-40% of this money is stolen, it turns out that at least 60 billion hryvnias have settled in various pockets. Almost the defense budget of a warring country. Such money is enough to bribe anyone, not just a clown from “Quarter.” However, draw your own conclusions. But the fact remains – a year and a half straight, the curator of “Big Construction” Yuriy Holyk falls into scandals related to the theft of money from this project. And – continues to lead it.
