Kharkiv developer-fugitive Yehor Maslennikov has built a construction empire in Dubai with the backing of Russian money and connections

Kharkiv developer Yehor Maslennikov is developing Dubai using Russian connections and money. Last year, «Antikor» wrote about Maslennikov’s Dubai company Object1, which at that time had nine construction projects. Today, the number has grown to fifteen, and most of them are in the final stage. Meanwhile, in Ukraine, his projects have stalled, and courts are trying to collect loan debts from his companies.

In Ukraine, Maslennikov owns the company «Stroy City Development». The firm was actively trying to develop Kharkiv and later even entered the capital market, promising to complete the buildings of the notorious «Ukrbud».

Since the beginning of the full-scale invasion, Yehor Maslennikov moved to Dubai. Together with partners from «Stroy City Development», he registered the company Object1. The company’s official website states that it is a member of the international TZS group.

No official information about the TZS group, which according to the Dubai firm Maslennikov’s website is international, could be found. All that Google knows about this group is that it is represented by the company Object1, which is conquering the Dubai real estate market.

In mid-March 2026, Object1 presented its first completed building in Dubai – Ra1n. It is located in the residential area of Jumeirah Village Circle, where most of its projects are being built.

The photo from the opening shows many interesting personalities. Among them is Suren Nikolyan. He is Armenian, although he spent most of his life in Russia. He moved to Dubai in 2022, the same year as Maslennikov, and calls himself a «Dubai real estate phenomenon».

Nikolyan is a blogger who started leading social networks with video game streams. According to his own story, he closes most deals in Dubai through the same social networks. How the streamer managed to become a real estate guru is unknown. However, he let slip that a «influential friend» helped him settle in Dubai, whose name cannot be mentioned.

If you listen to Nikolyan’s interview, you can come across other inconsistencies. In particular, despite boasting a large car fleet with McLarens and other expensive cars, he still does not own his own home and lives in one of the apartments belonging to the firm where he works. Nikolyan also tells tall tales about paying $200 for an hour of parking in Dubai. A source told «Antikor» that there are no such rates anywhere in the city. One of the most expensive VIP parkings at the world’s largest shopping center Dubai Mall near the fountains in an open area costs $100. Meanwhile, a regular VIP parking in the same mall costs $30, and outside the «VIP zones», you can park for free.

On the Dubai real estate market, personalities like Nikolyan are called local showmen who can only «rip off» housing to Russians. Obviously, that’s how Nikolyan operates.

In the photo from the opening of Object1’s first building in Dubai, along with Maslennikov and Nikolyan, you can see Nazish Khan. He is the owner of the real estate agency FIDU Properties.

The main broker in this company is Russian woman Karina Bilalova. The woman studied at the National State University of Physical Culture, Sports and Health named after Lesgaft in St. Petersburg and before coming to Dubai real estate, she worked as a fitness trainer.

A source provided exclusive photos from the building that Object1 opened in Dubai in March this year. This is a multi-story building with a pool, gym, and common recreation areas. The building is located in the JVC area, which is considered quite budget-friendly for Dubai. 

A two-bedroom apartment with a hall and three bathrooms in the Ra1n building from Object1 without furniture can be purchased for 500 000 dollars.

Also, at «Antikor»’s request, the source checked Maslennikov’s other constructions in Dubai. Most of the buildings he is constructing are in the JVC area and the neighboring JVT. Another construction is starting in the Al Furjan area, located near Dubai’s main port Jebel Ali.

Also, Maslennikov’s construction portfolio includes two buildings planned in the Jumeirah Garden City area. This is a prestigious zone opposite the International Trade Center and the famous Museum of the Future. It is also within a 20-minute reach of the coastline with beaches. 

By coincidence, Maslennikov’s neighbor in construction in this area is another Ukrainian developer – Vadym Stolar. Their construction sites are located approximately 300 meters apart.

It is worth noting that Stolar is also actively constructing. In the Enso Jade project, more than 6 floors and parking have already been built.

In the photos provided by the source to «Antikor» from Yehor Maslennikov’s construction sites, you can see the companies he collaborates with in Dubai. Among them is CVTEC Consulting Engineers, which acts as the main consultant.

One of the main engineers there is Tarek Georges, who studied at Tula State University in Russia.

Together with Yehor Maslennikov, his longtime business partner Tetyana Tonu moved to Dubai. In one of her interviews with a Dubai Russian-speaking blogger, she said that together with Maslennikov, they started working at «UkrSocBank» in the real estate lending department. Later, she also worked with him at «Stroy City Development».

A woman with the same name was a co-founder of a company in Moldova together with Sergey Tonu.

Sergey Tonu may be the director of LLC «Stroyinvestcomplect» in the Moscow region. 

Moreover, the Moldovan press wrote that a certain Sergey Tonu is a successful businessman in the RF who returned to his native land to invest there. It was not possible to establish whether Tetyana Tonu, who collaborates with Yehor Maslennikov, is connected to the Russian Sergey Tonu.

In Ukraine, Yehor Maslennikov and his companies are figures in a whole bouquet of criminal cases. From the materials of one of them, it was established that his companies started construction immediately at several locations in Kharkiv without permits. For example, at Klochkivska Street, 148B, Urban One Klochkivska was supposed to be built. According to information from the LUN website, construction has not been underway since February 2022. On Sumska Street, 130-B, Urban One Sumska was supposed to be built, where work stopped at the beginning of the full-scale invasion.

A pattern is traceable, as Maslennikov carried over the number «one» from his projects in Ukraine to Dubai. In the name of each of his residential complexes, as well as in the company name Object1, this number is present.

From another criminal case, it was learned that Yehor Maslennikov and two affiliated companies owed more than 9 million hryvnias borrowed from «OTP Bank». In September 2025, the Kharkiv Region Court ruled to recover 9,329,233 hryvnias from the companies, of which 8,760,392 UAH is the principal loan amount, and 568,842 hryvnias is the interest arrears. However, during the court proceedings, Maslennikov’s name disappeared from the list of debtors.

At the same time, as a source told «Antikor», Maslennikov’s Dubai firm became the main sponsor of the British football team Nottingham Forest. Advertising banners about this sponsorship hang, among other places, on Dubai’s main road Sheikh Zayed Road.

Nottingham Forest is a well-known team with a long history. It is currently owned by Greek businessman with pro-Russian views Evangelos Marinakis. In September 2025, Marinakis made a controversial proposal to allow Russia to keep part of the occupied Ukrainian territories. After these statements, he had a conflict with former UK Prime Minister Boris Johnson.

The Dubai real estate market, despite the complex security situation in the region, remains relatively stable. Russians continue to be among the top buyers, and many real estate agencies focus on them. Maslennikov’s company, judging by the interweaving of connections with the RF, has also bet on Russians. Essentially, using an investment scheme, Maslennikov is developing his company in Dubai with Russian money.
