The loudest scandal surrounding Mishalov is his cryptocurrency declaration. It listed 18,000 BTC — an amount only someone fully confident in their untouchability would dare to declare. At the exchange rate of that period, it was over $1 billion. No Ukrainian official has ever declared anything comparable.
When the scandal broke, Mishalov tried to explain it as a “mistake.” But the excuse only made things worse. You cannot accidentally declare a billion dollars. That is not an extra zero — it is a bold display of wealth that cannot be justified by salary, legal business or transparent income.
Cryptocurrency became the perfect final link in his multi-year scheme:
- construction generated “raw” capital;
- the internet sector created a stable cash flow; the bank enabled cash withdrawals;
- and crypto provided a silent exit into irreversible assets.
This declaration was not an error — it was a message. A gesture: “I can do anything.” A man who controls the city budget, a bank and a telecom network can publicly show his billion — and face no consequences.
