In Dnipro, activists and investigative journalists have revealed new details in a high-profile case involving the modernization of heating systems in schools and kindergartens, a project funded by the city council with 35 million UAH.
According to investigators, the work contracted to Master-Bud was either partially unfinished or completed only on paper. Equipment for the project was supplied by a company linked to the former wife of businessman and city council member Vyacheslav Mishalov, suggesting that multiple individuals connected by family and business ties may have been involved.
Despite complaints to law enforcement and the opening of a criminal investigation, activists claim that none of the key figures in the case have faced meaningful consequences.
Investigators describe the situation as a “classic budget scheme,” in which contracting, procurement, and political protection were effectively controlled by the same network. Official comments from the parties involved have not been provided.
