A sauna installation company became a government contractor worth UAH 660 million within days. “BK Kalmius” appeared just before the tenders, its experience was backdated, and the trail leads to MP Serhii Minko. After reports about the alleged schemes were published, inconvenient references began to be scrubbed. We are publishing the material in full precisely because attempts are being made to erase it from the public domain.

The construction company “Kalmius”, which won three construction tenders from the Zaporizhzhya Regional State Administration for almost UAH 660 million without competition immediately after its registration in May, is associated with MP Serhiy Minko.

“BC Kalmius” was registered a month before the tenders were announced – on March 7, 2025, in Petropavlivska Borshchahivka in Kyiv region with a capital of only five thousand hryvnias. The owner and director is Donetsk-born Danylo Sandyriev, who currently resides in Zaporizhzhya.

However, Sandyriev’s true specialization is the installation of saunas and fireplaces in elite villages around Kyiv (Spa and Design Lore). We know that he had one project in the Zaporizhzhya region.

In 2021, Sandyriev was involved in the construction of a spa complex on the territory of the “Priboy” recreation base in Prymorsk (this is the Azov coast of Zaporizhzhya region, currently under occupation).

Formally, the base belonged to the Motor Sich plant, but de facto it was controlled by the People’s Deputy from the “Servant of the People” party Hennadiy Kasay, who was in charge of social and cultural welfare at the enterprise.

It was during that time that Danylo Sandyriev personally met, if not with the current head of the Zaporizhia Regional State Administration Ivan Fedorov, then with his entourage.

In 2021, Fedorov was still serving as the mayor of Melitopol, and a key figure in his entourage was Serhiy Minjko, the owner of the “Melitopol Chereshnia” brand and Fedorov’s predecessor as the city’s head.

In 2019, Minko was elected as an MP from the majoritarian constituency, which includes both Melitopol and Prymorsk, and left Fedorov as his successor in Melitopol. The latter even ran for mayor as a candidate from the “Serhiy Minko Team” party (which still exists).

In 2022, Melitopol was captured by the armed forces of the aggressor country, and Serhiy Minko began to settle down near Kyiv.

In 2023, he and his family rented a huge estate in Romankovo near Kozyn, where Vitaliy Zakharchenko, the Minister of Internal Affairs during the Yanukovych era, used to live. The living space of the house alone (excluding the land) is 1300 sqm.

In 2024, Minko rented another house, this time in Kozyn itself. A bit more modest – only 203 squares. The new home required some installation work, so the services of Danylo Sandyriev were recalled.

Then, from Danylo’s Instagram feed, we learn that in October 2024 he visited Zaporizhzhya. And this year, in Kyiv region, “Kalmius” was registered at a mass registration address with the sole beneficiary and director Danylo Sandyriev. Much has already been written in the media about the tenders won by BC “Kalmius” and what is wrong with them.

To confirm their experience, the company submitted a single subcontract agreement with LLC “Company Positive” for UAH 23.14 million for all procedures. The subcontract concerned another project of the current customer – the construction of a shelter for the “Logos” lyceum.

During the 2024 tender, “Positive” claimed that they would work independently, but in March 2025, the company suddenly approached the director of SE “Local Roads of Zaporizhzhya Region” Victoriya Repashevska with a request to involve a subcontractor. The same day, Repashevska approved the involvement of a subcontractor, and an agreement with “Kalmius” was signed.

At that time, “BC Kalmius” had existed for the third day, and only the director was on staff. Four more employees were hired on April 2. The subcontract work was completed on April 16.

“Kalmius” did not confirm its financial capability at all, but the customer did not see this as a violation. The tender documentation stipulated that newly established enterprises submit financial statements only for the period from the date of registration. In their response to the auditors, the Zaporizhzhya road workers also noted that the absence of such documents is not a reason for rejection. All three tenders are currently under monitoring by the State Audit Office.

“Company Positive”, which provided “Kalmius” with experience, is registered in the village of Sonyachne in the Zaporizhzhya region. It belongs to Maksym Haidai, the former director of the “Vikonda” salon in Zaporizhia. In 2021, the company moved to Melitopol when Fedorov was the mayor, and in 2022, it returned to Sonyachne. Once, the firm belonged to the city council deputy from ES Mykola Byely, co-owner of LLC “UkrMedGroup” and owner of “Vikonda-Zaporizhzhya”. In April 2025, the Antimonopoly Committee included “Company Positive” in the “blacklist”, banning participation in auctions for three years.
